Schieder suggests public sector pension reform

Social Democratic (SPÖ) Finance Secretary Andreas Schieder may have to brace for a tough clash with unionists after claiming it is time to pull the plug on early retirement.

Schieder said yesterday (Weds) no public servant should stop working before the regular retirement age in Austria anymore. Speaking to radio station Ö1, the state secretary said ensuring that civil servants did not retire earlier than allowed by law was a key aspect of the ongoing reform of Austria’s bureaucratic system and the country’s administration.

Public servants retire at an age of 61.8 years on average while the law says that they have to remain active until 65. The same age applies to men working in the private sector while women engaged by private companies may retire five years earlier.

Schieder said structural reforms must not only affect the private economy. He said the public sector also had to do its bit in ensuring Austria’s financial and bureaucratic stability, efficiency and flexibility in economically volatile times.

Schieder’s party risks a rift with Fritz Neugebauer of its coalition partner, the People’s Party (ÖVP). Neugebauer heads the civil servants’ branch (GÖD) in the Federal Trade Union (ÖGB). He convinced SPÖ Minister for Public Servants Gabriele Heinisch-Hosek and ÖVP Finance Minister Maria Fekter earlier this week that civil servants’ incomes must increase by 2.95 per cent in February.

Neugebauer warned of a labour conflict if the SPÖ-ÖVP coalition kept refusing compensating employees of the public sector for the inflation. Austria registered an inflation of 2.95 per cent in the past 12 months.

Leading economists have appealed to the government to increase its focus on the public sector when it comes to making cuts and creating more efficiency to lower the state debt. Heinisch-Hosek failed in negotiations by offering a salary increase of only 2.5 per cent. The agreement to up rates by 2.95 per cent from February costs the government nearly 280 million Euros a year.

Green Party leader Eva Glawischnig called the accord between Neugebauer’s team of negotiators and the government as a "missed chance" while social systems expert Bernd Marin said the settlement was "not very creative".

Schieder’s appeal to save money by ensuring no public servant retired before 65 came shortly after SPÖ Traffic Minister Doris Bures declared that the same was planned for Federal Railways (ÖBB). Bures explained the reform meant annual savings of 36 million Euros a year. She stressed that the plan was "not just another announcement" but would become reality as soon as next year.

ÖBB boss Christian Kern said he cooperated with the minister about the ÖBB pension reform. ÖBB employees retired at an average age of 52.3 years in 2009. Bures promised in the same year to increase the age by one year each year.

ÖBB has 42,000 employees. The company, in which the Republic of Austria holds an interest, sustained a loss of 330 million Euros in 2010. It recently said this year’s loss would probably be significantly lower.

Kern dismissed appeals by the ÖVP to stop hiring new employees. He said such a move would be unreasonable. The ÖVP also wants the debt-stricken railway company to sell some of its real estate and factories to rake in cash in the coming years. ÖBB had 210 million passengers in 2010.
