Chinese officials have denied claims that a ban on heating shops and restaurants excessively in the current record cold spell is to save money.

China recorded temperatures of -45.9 in some areas in the current cold spell and health officials have been fining building owners that have the heating up too high - saying it is unhealthy to have a temperature difference of more than 10 degrees C between inside and outside.

But fast-food restaurant boss Lian Lu, 48, whose restaurant in Xian, capital of west China’s Shaanxi province, said the rule was a joke after he was fined 200 GBP for having a temperature of 24 degrees when outside it was barely above freezing during the day.

He said: "They told me it would cause nasal inflammation, a heart attack or swelling of the brain. I haven't seen any of that though so its hard to believe.

"And anyway if its -10 outside - that means if its still freezing inside and whose going to visit a restaurant where the food is cold in an instant and they have to keep their coats on or hold chopsticks with gloves?"
